IN THE LATTER CASE, THE RUSSIA DEMANDS THAT THE PARTIES sit at the SAME TABLE TO RESOLVE THE CONFLICT. ARMED FORCES OF THE OPPOSITION THERE ARE NOT DECIDED .... THEY REFLECT Y ....
COLOMBIE ET SYRIE
This link between Colombia and Syria is that these two countries are facing armed groups who want a regime change,
In the case of Colombia, we know that two armed groups, the Revolutionary Armed Forces of Colombia (FARC) and the Liberation Army of Colombia (ELC), struggling for decades to transform Colombia into a more democratic, fairer, more caring. Thousands of people on both sides lost their lives. British governments have a long history of violence and breaches of the human rights. The many crimes of the paramilitaries under the command still haunt hundreds of thousands of Colombians.
A week ago, a general agreement was signed between the FARC and the Colombian government for a peace process is in place and that this leads to peace as desired by the people. These meetings will begin in Sweden, October 8, and will be accompanied by the presence of a representative of Venezuela and Chile to support the peace efforts. Cuba is also the seat of these meetings for representatives of the FARC and the government coloombien to complete this mission.
In the case of Syria, there is the government and armed groups in some opposition which battered the country's main cities to sow terror and create chaos in order to cause the collapse of the government and regime. This opposition is strongly supported by money and weapons by some countries that keep well to say so openly.
The United Nations and the Arab League were established in December 2011, a group of observers who were accountable to the international community on the observation of their observations. After two months of this presence, the report referred, among other things, several armed groups whose members came from outside, supported and armed by other countries. The same report also noted that the information gathered in the field was not always that aired in the Western media. It was clear from this report that the violence was due in large part to the presence of illegal armed groups that the Government had a duty to fight by all means. That was the end of that mission observers who came to confirm the involvement of Friends of the Syrian people.
It is then that the Security Council and the Arab League appointed a United Nations representative in the person of Kofi Annan, who will be assisted in his mission of peace by 300 observers. His six-point plan was a consensus among the various parties involved in the conflict.
The Syrian Government gave its approval to this approach as long as it would respect the country's sovereignty. He said he was ready to initiate these discussions without preconditions. It was not the same for the armed opposition refused this plan, despite the fact that countries that supported the United States and France, among others, had given "officially" their agreement to this Plan . The problem is that they continued to support the back door armed rebels. In addition, the United States and France laid as a precondition for any peace negotiations, the departure of the current president, Bashar Al Assad.
Kofi Annan was the finding of the failure of his mission and resigned.
The latest UN initiative is the choice of a successor to Kofi Annan . For Russia, China and the countries that support the mission of the latter will be achieved within the framework of the Annan Plan and the Geneva Agreement .
We're at this point. Russia wants the Security Council confirms the Geneva Accords while the United States insists that the resolution can be accepted that it is accompanied by a provision leaving the door open to military intervention. What oppose new China and Russia.
One last initiative of Russia is an urgent call to make an international conference involving all stakeholders.
"" We propose to convene a conference in Moscow or Geneva if you want to meet there, or Paris, if everyone is willing to come here. We have no objection, we do not want to any city. Much is to start this process as soon as possible, "said M.Bogdanov who called the weekend representatives of the Syrian opposition and French leaders to organize a conference with the participation of the Group action, the authorities and the opposition in Syria, as well as foreign countries, including Saudi Arabia and Iran. '
President al-Assad said he was ready to step down if his people decided at the next presidential elections, scheduled for 2014.
In sum, what distinguishes the case of Colombia as Syria, is that in the first case, there is no outside interference and that the Colombians are themselves will discuss and decide their future. Other countries that are present serve to support and foundation for those meetings.
President Santos of Colombia had made clear to all presidents, members of the Conference of the States of Latin America and the Caribbean (CELAC), not to interfere in the Colombian conflict, there was a domestic issue in this country.
In the case of Syria, foreign intervention is present in armed groups in their funding and the type of settlement acceptable to them.
Russia, China and the countries of the Non-Aligned Movement, are of the view that the Syrian conflict should be resolved by the Syrians themselves. In this aspect, they have international law on their side as well as common sense.
The day the opposition army will no longer receive weapons and no money from the country who call themselves friends of the Syrian people, she quickly resigned to sit at the negotiating table to decide with others unarmed opposition and the government on the future of their country. This, Mr. Harper, Prime Minister of Canada, does not seem to understand.
